And just when you thought the worst of it was over, you meet Cyrus! He is standing right in the centre of Spear Pillar and chanting a few things to the three pixies he has captured with the Red Chain. Just as you move towards him, the sky opens up and a blue and a pink light appear in the sky. Cyrus then turns to you.

"You have come too late, I'm afraid. It is done. The new world order will be created in just moments! There is NOTHING YOU CAN DO TO STOP ME! MUHUHUHAHAHAHAHAHA!"

He then throws a PokéBall between you and him, expecting that you would want to interfere. It seems that in order to save Dialga and Palkia you will need to best Cyrus in battle. His team is as follows:
Honchkrow Lv. 43
Crobat Lv. 44
Gyarados Lv. 43
Weavile Lv. 46

You will not be able to battle with Cyrus without having completed "An Epic Struggle Between Time and Space". You will also not be able to continue to Sunyshore City without having completed this quest.
